The Communist Party has had plenty of time to anticipate President Biden’s withdrawal from this November’s election. Because of that long lead to script official statements, Americans should expect timely comments that reveal almost nothing about deliberations within the Communist Party or its hopes for or fears about a 2024 Democratic Party presidential candidate. The Party fiercely and fearfully guards its internal machinations.

Official remarks will carefully avoid discussing the PRC political recruitment programs. Like its 1,000 Talent Recruitment Program, which targets science, technology, engineering and mathematics talent, the Communist Party targets prominent political family members to promote positions it favors within national and multilateral organizations. After the US election in 2020, at least one Chinese scholar in the PRC described president-elect Biden as “our man” in the White House. Neither will the Communist Party reveal its assessment of having worked with Biden family members.
